The second topic I want to talk about is the role of the media, because the media has an important role in uncovering corruption, so it should be independent, because when the media is manipulated by the ruling party or by any executive group, it will hide facts and these facts won't reach people.

The last issue I want to talk about has to do with the appointment of government officials. Usually when there is an authority that has the power of recruiting top government officials, it would be an objective for corruption.

There is a topic mentioned by the moderator, which has to do with the local administration or the local governance. I think it's an important, vital issue and has to do not only with the people and with the people ruling themselves, but also it has a role in combating corruption, because involving the people and minimizing the power of the officials would minimize corruption and it facilitates the efforts to have people more involved in the control of their authorities.

The leaders of the parties and the leaders in the governments and all the leaders of the society, who are in power and who have access to the top government officials should know that -- should declare their assets and their property and there shouldn't be any secrecy in those properties, so people would know how much you have when you enter the office and how much you would have when you leave it.

The recommendations that can be reached in this meeting, I don't know whether it's possible to talk now of recommendations? Would it be possible to talk about it now? I have two remarks to make regarding the recommendations or two recommendations to make.

First, exchanging expertise and information and the follow-up of democracy and the respect of human rights and freedom in this emerging democracies. Hence, I suggest to have some sort of network that will do the follow-up of human rights in this emerging democracies and also to conduct some supervision of the development of the democratization in these countries.

This network should involve the opposition parties and the civil society organizations in order to enable better opportunities for the popular involvement and also I think it's a good idea if we involve also the ruling parties in this network, so we can have consultation and follow-up and monitoring of information.

The second recommendation I'd like to make is to think of a time schedule, a time frame on how to reach adulcy (ph) and to get rid of the -- I mean to move from the infancy stage in those democracies and also to think of what time we should have these democracies as not in infancy stage any more, but in -- become adults. For example, I think that in those emerging democracies, there are some setbacks for example, so we might say that this country is developing properly and the democratization process is going forward, so it's no longer an emerging democracy, it is in the adult phase now or some democracies is going back and it is back in infancy phase.

So I would like to suggest that there should be a time frame criteria on which we can depend in telling or in getting to know the development of the democratization process in these countries. There should be a commitment by the governments and by the opposition parties in order to adopt the peaceful means and the peaceful ways in order to reach power and keep power. So we should refrain from -- I mean, there should be a commitment to refrain from using military, for example, conflicts in reaching power.

And I want to raise here the issue of the -- to have a commitment from the international community and the emerging democracies in encouraging and promoting the development in any country where there is a frame work for democracy and also to sort the problem of unemployment, for example and corruption. I think that poverty and unemployment and lack of job opportunities and the devaluation of currencies, all these problems lead to the weakness of the democratization process and it creates political powers that are not suitable.
