Madam Speaker: I would hope that we would all have the goal of achieving 100% enforcement of the law. Mr. Said from Morocco has been very patient. Thank you.

Speaker (not Mr. Said): Thank you, Madam Chairperson. Ladies and Gentlemen. Following what has been said by my friend, if I take the floor is because we come from two extremes from the political representatives because I come from the majority in the parliament. I would like to say that in terms of governance there is only one key. It is true democracy. It is the development of the democratic country so that everyone becomes inspired because you have also the negatives of the power. Everyone wants to exert power. There is competition to have power because scientifically it is said that man is very much attacked by their willingness to become a God and others, everybody wants to be rich, handsome by which we find temptations and corruption. What we need today is change or the support for the exercise of power instead of having people individuals and in order to have them protect the regime in power, these individuals needs to be strong, powerful and also to replace the individuals by the institutions.

This is a key that we need. This is why I come back to the realism. It is to try to educate individuals in order to replace the question that we often wonder about in developing countries that show, instead of saying who will serve, it is better to say who serves whom? Some governments which organized elections in Africa have become our [inaudible]. I am not going to site an example of Morocco. I site Benin. It is an African government which is organizing elections and it loses them. It is a strong government with all the demographic meaning of the term. In order to try to develop this country we tried to have a free press and press is extremely important.

We need to have a performing justice, an autonomous justice and as we say in Arabic, justice is the basis of everything and as saw in the Dutch proverb, it is not enough to have justice, it needs to be obvious so that the people become conscious about it. Who serves better whom so there should be a very important referee. This referee is the people, the better inspector of the martyr is the student. The best referee is the people. They should be given the means in order to exert everything and to fight against illiteracy and to have food security. Thank you.

Speaker: I will speak part about corruption, political corruption. Political corruption usually is linked to the financing of electoral campaigns and it doesn't take into account the legislation that guarantee a lack of personal interest in the ministers and other officials and to avoid have bureaucratic positions as tools for personal enrichment.

There is volume of corruption in my country and the expansion is threatening the future of our society and maybe what is being declared by the press on a daily basis and deliberated by people has to do with a degree of corruption infiltration in all the sectors of life. This aspect has started affecting our society and its individuals and we have corruption in our society. We try to find a pretext. This justifies the permanence of this and also its expansion so we find that bribery is part of the incentive given and that is not compared elsewhere.

The secret infiltration is really secret. That is the individual who does not know the value of work so personally everybody accepts the division in the performance of their duty. That is tax evasiveness, aggression and violation of state properties and also an extension of.. loses its prestige because the corrupters are violating it and the individual doesn't respect the prestige of the law in society and the violation is the rule and the respect of the law is the exception.

How could we deal with this phenomena. What could help in limiting corruption and reducing its negatives is the wizening up of the basis of democracy and I think that deliberations in power is the real guarantee to solve the problem of corruption basically so that corruption doesn't get infiltrated for a long time that it becomes inherited and really hidden by people. Thank you.
