Maria Eugenia Acena e Sierra: The Spanish booth is working again. Thank you Madam Moderator and Chairperson of this round table to have given me the floor. As a matter of fact I was having a reflection such as my colleague to think about the good governance and maybe I will think of determining what are the obstacles of this good governance as my predecessor did it. And precisely in Guatemala, we have depicted especially what is an obstacle for public service that is supposed to be free of charge, efficient, quick, fast and also of security for the customer being civil society and major obstacles that to have a bureaucracy that provides the expensive services. And also very difficult, this is synonymous where we have corruption operating in order to accelerate all the stages also and to operate, this is what is being requested by civil society as a matter of fact. There are also some omissions that are extremely serious and not only the slow service that is provided but there is a lacking also, a lack of provision of the service. It is also in the exercise of the administration because it is location offering services because it is not clear that there is an operation for a big staff that becomes like the boss and this staff that has been consecrated in the public service and that has led his life in this administration and in this service. This produces insecurity in the system. As far as we are concerned, we are determined and those are the main obstacles. If we are determined we need to work and orient all of these problems towards a new service of administration and maybe I would like to refer to the political leaders who are not exempt from rendering obstacles to the system and I would like also to propose that we need to form a team that could lead a new ethic in the political administration.

As for the second point, we think of how we can format new changes. I would propose that we need to reinforce mainly the institutions have been determined in addition to the three specific bodies pertaining to the state to reinforce all the bodies, all the institutions that would restore democracy as the previous speaker has said. It will be a contribution of constitutionality to the electoral assistant and most probably a Supreme Court in order to guarantee this transparency and this accountability.

As for the changes to the judiciary, I have proposed that the judicial system is like the main backbone of democracy. I believe that democracy is being questioned and this is the main problem in my country, in addition to many conflicts as well as the signing of the piece. Actually the signing saw the weakness of the judiciary system and this is the specifically what we are working on.

I am working as a body that has been delegated by the Supreme Court of Justice called the School of Judiciary. An institute of empowerment and I believe that one of the main rationale of the democratic system that has relevance precisely being the selection of the judges as well as the promotion and reinforcement in a transparent which is obviously democratic. We have a lot of work. For months we have done this and the language was to spoken and was to serve so this takes away one mythology that prevails in the judiciary system that the judge cannot come from his own community in order not to favor his own friends. However, as far as we are concerned, our tradition is vital and it is important to gain this leadership through the recognition of the capacity of the judge and his honorability. Thus society and the community will have the possibility to know and the transfer could be requested or even the promotion so this is the most efficient because this will show that soveirnity is being installed and it will have the effect of controlling and sanctionally all the functions. If you want I have a brochure in the Spanish language of all the by-laws as well as the specificities as the institution that selects judges.

As to the third point concerning the concrete cases, in order to be able to give an incentive to the investors to invest in our country with high creditability and efficiency, I believe that we are all committed as a state to reach this peace and security. Peace and security as far as we are concerned in Guatemala is not only the signing of the convention or even having a constitution such as a document that is program of the state that we want. Actually it involves all of us as a civil society so in order to have an intervention of the public affairs this is all ours so it is usually in people's minds as the functionary. So like my colleague was saying, it is not only to serve for one purpose and interest. In order to eliviate corruption, when the new governments come, they come noting this theme as one of the main objectives of their program. However, after coming to power they all forget a minimum of achievements such as the one requested and this is precisely the declaration of integrity before applying so whenever there is a public position there should be a declaration of integrity. We all have the commitment for people but it should be noted and should be done and should be followed up to make sure that integrity is being respected because in our nation there should be a tax levy or that should have autonomy and follow up as in our case there should be a ministry that will impose taxes on the institutions of the state, namely the functions of civil servants.
