There are three proposals I wish to make. The first hypothesis is that if we want
to put away the old centralization which existed in the government and the country, and if we are to move on the
centralized system, to open a system, we will find that it is difficult to talk of only measures related to legislature
and elections. When we consider the problem of a citizen not understanding the rule that is to be played by the
government. So my proposal is that we should be patient and look in-depth into the political mind and structure
so that we can give answers, or in any case, that we could raise certain movements which would be working towards
the progressive solutions for this -- to satisfy the accumulation of problems which face our people, whether in
environment or education or other social factors. The social factors should not be considered as complimentary
to the structure or set-up itself. So dealing with them as complimentary elements will therefore be cause for this
loss of confidence and trust.
Every time that people find that the political parties and the government respond in a more effective manner, and
whenever a citizen feels that the politics look -- the politician is seeking to serve him, then we will find that
the popular trust will increase and will grow gradually. So the government and politics have a social role to play.
The government and politics have a social role to play, which must be complimented and nourished into the economic
criteria. Of course, economic criteria must go beyond that, so the relationship between the cost and the revenue
or income, which is always taken into account, should not be defined according to the enhancement of the use of
the income or the revenue. Taking technology and management in our world of today, we should not use that to generate
loss in the government but we should therefore avoid wasting public funds through the various government and public
sectors. But we should have criteria of effectiveness and efficiency which would include distinction and excellence
and social prosperity and true equality and not the political quality to fill documents but it should work in raising
the true effectiveness of the public services. I am going to take and say that the public services will be the
enhancements of the revenues but if the government is not efficient -- in our day, today, it is considered a luxury
which we never allowed to exist and therefore we must confirm that the main objective by the country is ultimately
to manage joint interests.
Now the second proposal I would like to make, and in a world of globalization and the balancing of the international
decisions, universal decisions, have today become more and more effective and have a greater impact on the general
policies and the economics of our countries and our regions. Therefore, I would like to make a second proposal
that will request the question of responsibility and the political logic which is more committed than the decision
makers in taking into account the masses and bigger conglomerations which live in bad conditions and which I say
are in a state of despair. So we must go to these centers of decision making in the world and say that in spite
of the fact that globalization may be giving opportunities to our respective countries and certain regions, yet
globalization at the same time, has clarified the phenomenon of internationalizing problems; right now, for example,
the food crisis, corruption, drugs, etceteras and of course the deterioration of the environment.
The question of making an internationalization of solutions, each of our countries therefore, must assume their
responsibility and face the challenge but in many cases, we find this is a matter which exceeds the national boundaries.
So solve these, for example, how can we cope with the phenomenon of the deterioration of the public image of the
political entities throughout the world? This is a problem we're all encountering. Now if we look at these two
matters I put forward --.
