We feel that the participants in this forum which is really historic will return
home with these hopes and commitments. Everybody is well aware of the need for continuing work for strengthening
and keeping up and promoting accomplishments according to the exigencies of the current state. These exigencies
definitely vary from one country to another, however everybody agrees that the mechanisms for the development of
these scenarios are to be conducted within the framework of a national dialogue for its translation to practice.
Everybody feels that the successful transition to democracy requires the enforcement of the role of civil society
and the role of women in political life, in addition to the reforms in administration and legislation. All these
apply to the government and the opposition alike because the principle of rotation render it incumbent on everybody
to cooperate in an objective manner for the good interest. So we need a smooth transition for the social and the
economic reforms to meet the basic needs of citizens to win their trust and to guarantee their participation, to
fight extremism in all its forms, and to guarantee stability.
The members of the Moroccan delegation have made contributions and have taken part in the deliberations and have
explained the Moroccan case and the achievements that it has made and what we have gone in achieving all that.
I'll reiterate our commitment to continue our work for the promotion of democracy world-wide and we call on you
to organize the next meeting in Morocco. In this framework I would like to reiterate our thanks for the contributors
to this forum. Thank institutions and governments. I would also hail the effective role played by the NDI in promoting
democracy and all its activities have been successful in Morocco. I also reiterate thanks to the brotherly country
of Yemen, the president, the government and the people of Yemen for the effective contribution, the positive contribution
for making this conference a success. We thank you for your warm hospitality. And all this is in line with the
genuine Arab traditions. Thanks again, thank you for your good attention.
Gonzalo Sanchez de Lozada: Thank you very much for the kind invitation. I think you should be warned that
it may be taken up and acted upon.
In any case I would now like to recognize the distinguished representative from the delegation of El Salvador.
Speaker: Mr. Chairman, and Dear Friends, I would like to start by admitting that I shall ask your permission
at this meeting, I shall ask my colleague, Madame Gross, representing women in my country to take the floor because
in our country we are trying to deploy great efforts so that women should come to the forefront.
Madame Gross: Mr. Chairman, on behalf of the people and government of Salvador we would like to extend our
appreciation and gratitude to the government, to the people of Yemen for the excellent hospitality and generosity
extended to us. I believe that we will keep that in our minds and in our hearts and we have great affection for
the countries. Again we would like to express our appreciation to the NDI for the experience, the democratic experience,
and for the organization of this [inaudible] and for sharing with many countries their experience. This has been
a truly extraordinary experience. We met and we have shared the same ideals, the same objectives, as well as the
same values of social justice and democracy. This I would like to reiterate on behalf of the delegation of Salvador
and propose to the organizers that the final declaration as well as the contributions of each of the panel should
be sent to our respective governments and our respectful parliaments. The contents of this forum have been extremely
substantial and rich education and these are necessary and I would like to note five points.
The first one is the responsibility and the common commitment to social development and economic development for
our respective countries. Particularly, I would like to mention the fundamental recognition of our people of dealing
with poverty. Again, there are mothers who are still suffering from this poverty. We must also guarantee good governance
and sound governance in our respective countries, and the necessity of committing ourselves to the cores of true
democracy, substantial and integral democracy up to the last consequence of a democracy which will go beyond the
pure construction and building of formal mechanisms. We have to turn towards democracy which is in the service
of human beings in each of our respective countries.
