Topic Discussion III
Participation in
Democratic Decision-Making:
The Vital Voices of Women, Civil Society and
Pluralism
Room 2
(6 of 21 pages)

Those studies and analysis in that conference showed that the role of women that
those studies were not giving a favor to women but because women anyway have this natural right of proving themselves
and we have to deal with that phenomenon because women represent half of the population, but those studies also
indicate that that sense, this role has not found it's natural place in the world. Then the world will continue
to be hampered in its sustainable development and will not achieve that development that we all aspire at. Neither
will it reach solutions to the problems and the conflicts.
So it is a question of bolstering the women entity and women role and it is not only female or women's interest,
it is a global interest for men and women throughout the world and that everybody should strive to achieve it.
We note that even in very developed countries and in the highly industrialized countries that have the best indicators,
economic indicators, also suffering sometimes in terms of allowing women to reach decision making positions as
is obvious in the USA, France, Great Britain and other countries. Which represent more or less in as far as the
economic indicators are concerned an example of democracy. Of course we have the Nordic countries which have made
many steps towards bringing safeguards to women and to their access to decision making high ranking decision making
positions.
At the principle of equal representation of men and women. Since countries do not even take into consideration
the principle of court and participation and that these principles are a little bit considered as against the democratic
idea, I think that according to most of the international conferences that tool place, that met on this theme,
concluded that they are still necessary despite all that. In order to compensate the lack or shortage on the part
of women and women's participation and decision making. In order to enable women to participate in decision making,
even through these initial steps because we know that women and men have the same qualifications and capabilities
and many women have acquired high qualifications, cultural, economic and academic in all fields of specialties.
Due to the shortage of time, or to time limits, I would like to tackle another important issue. Which is to bridge
these problems and to conciliate the, and I'm not talking here about conciliation in terms of struggles and differences,
but conciliation in terms of conciliation with the environment and safeguarding the environment and trying to protect
ourselves from all the diseases. And I mean particularly namely the civil society. The civil society has a very
sensitive role to play and its role emanates from its capacity, or the capacity of the civil society of their common
interests apart from ideological or political interests, that bring together members of political parties. And
distinguish them from their opponents. The civil society should be aware of the common issues related to for example,
employment, etc. and which would enable conciliation amongst them. And people who work in the civil society are
people who are more altruists and are not people, who seek certain positions or ranks, but they work for the interest
of the community and seek solutions and their work usually leads to tangible results.
That's why caring for the civil society should be on an ongoing basis. It should be developed all the time. This
concern with the civil society should cater for all categories of the society in order to enable all and everyone
to participate in building the society according to his or her qualifications, within the framework of civil society.
And every individual will feel the responsibilities and duties and rights that he or she carries. It seems that
the legislation that should be imposed, that there should be legislation to be imposed in order to raise the degree
of seriousness of civil societies. It should not suffice at freedom of association in order to give these associations
a serious look. We should have legislation on transparency in expenditure of public funds and making projects and
in networking in order to achieve our goals. Seriousness and expanding our scopes of specialties. Sometimes the
society, the civil society turns into, lobbies to pressurize for a specific interest or a specific external power
and this should be avoided in order for the civic society to achieve its true role.
