Without the independence of the legislature we would not have been able to have democracy. The fourth point is related to political reform. We could not have democracy without a political system that goes hand in hand with the government and takes decisions with it in order to enable the people to accept and feel as owners of the decisions. That is why I say that any means and any decision that is undertaken under emerging democracy is related to the legitimacy of the government. The ability of these governments of raising the awareness of the people of the content of democracy.

Of course there is a rule for the political parties. Unfortunately in our field we have found that these large decisions were the result of the globalization of our economy which has put our country in a difficult position and a decision was taken, it was a very hard decision, to develop democracy. Moreover there were differences on the need to define the base fields of interests and division of labor. We could not find solutions for this particular point and that was the result of the shortage on the government's part in taking the necessary reforms.

Our country has lived this point and we are still witnessing marked differences between the youth, the women and the democratic groupings on the one hand and the government on the other hand because all these parties could not find a means of expressing themselves in a democratic manner because that was not in mind with the legislation. These groups were not encouraged to do so by the governments in order to look into the distant future.

One of the problems that we are witnessing is the means of communications and I think that we are going to discuss this point over the coming two days and this is related to our topic. This is related to our topic, this is very relevant and we should find rules for political parties in increasing their influence on awareness and democracy giving the new challenges and imitating from the decentralization effort.

In order to give a chance for discussion I would like to say briefly that the decisions that were taken were correct and that they will be correct as far as the Latin language legislation in the country.

These were some of the major problems that we found in our country which are namely the lack of awareness on the part of the people on how the democratization process takes place. We would like to inform them that democracy can happen at all levels and in all countries but there might be some countries that would reject or would be unable to live with democracy because of the particular and specific regimes and systems which they are unable to understand and to make good legislation's their own.

Consequently the legitimacy of rules is not through the legislature only but is also influenced by this regulatory framework which aims at establishing a democratic society as a whole.

I don't know if this has been a good intervention or if it is a sufficient presentation but it is an opener for our discussion and it is relevant to our topic. Once again I apologize because I should have had a written statement but again as I said I lost my luggage. Thank you.

Minister Soofan: Thank you very much, Mr. Moderator. First of all thank you for the opening from Dr. Alaga. I hope that I will be near to his introduction. I actually hadn't had that much time to prepare anything much other than these few papers. Allow me first to thank NDI for organizing this event the forum and for selecting Yemen to host it. It is also my honor to be invited to speak in this session.

Since the theme of this forum is to here experiences in our participant countries I would contemplate on the experience that we have had in Yemen in both democratization and in community forums.
