Susan Carnduff is NDI’s senior resident director in Afghanistan. Before joining the Institute’s Kabul office in 2008, Ms. Carnduff worked for two years with the American Bar Association’s Rule of Law program as the country director for Uzbekistan and Turkmenistan. Previous to that assignment, she directed the Elections Operations Department for the large OSCE mission in Kosovo, and spent several years in Bosnia Herzegovina, also managing several cycles of elections with the OSCE mission there. Earlier, she was engaged for a year at the Office of the High Representative in BiH to manage a program that established the Foundation for the Srebrenica Memorial and Cemetery to honor the 8,000 victims of the Srebrenica genocide. For many years, Ms. Carnduff worked as an assistant district attorney, and later as an assistant attorney general in her native Massachusetts. She is a graduate of Suffolk University Law School and the University of Pennsylvania. Ms. Carnduff grew up in Latin America and lives (when not working abroad) in Newburyport, Massachusetts.
