Félix Ulloa

Félix Ulloa is NDI's senior resident director in Haiti, managing the Institute's programs there since 2000. Previous to NDI, Professor Ulloa served as magistrate of the Supreme Electoral Tribunal in his native El Salvador from 1994 to 1999. He has taught at la Universidad de El Salvador and at la Universidad Centroamericana "José Simeón Cañas" (Catholic University) in El Salvador and at the post-graduate department of political sciences of the Universidad Tecnológica of El Salvador. Professor Ulloa has also served as president of the Institute of Law of El Salvador, and has participated in programs with the Organization of American States, the International Foundation for Election Systems, International IDEA, the Carter Center, and NDI, providing oversight for electoral bodies, political parties, and civic organizations. Professor Ulloa's publications include Politica, Estado y Sociedad, Pensamiento democrático, El rol de los partidos politicos en la Institucionalidad Centroamericana El Sistema Electoral y los Partidos Políticos en El Salvador, La Utopia Continua among others in Central America, Chile, México, Spain and the United States. Professor Ulloa earned law degrees from la Universidad Complutense, Madrid, and from la Universidad de El Salvador. He completed his post-graduate studies at the Institut International d'Administration Publique in Paris, and at the Hubert H. Humphrey Institute of Public Affairs at the University of Minnesota.
