

The National Democratic Institute is a nonprofit, nonpartisan organization working to support and strengthen democratic institutions worldwide through citizen participation, openness and accountability in government.
Election Monitoring Organizations
NDI works with international and domestic election observers around the world promote the integrity of electoral and political processes and the right of citizens to participate in government. In addition to the Institutes more than 150 international election observation missions, NDI was one of the initiators in developing the Declaration of Principles for International Election Observation and the Code of Conduct for International Election Observers, which serves as the basis for cooperation among the now 32 endorsing organizations.
NDI has also worked with over 300 domestic groups and coalitions bringing citizens together for election monitoring efforts to ensure electoral integrity and to promote accountability in government and among political contestants. Their efforts help to raise public confidence in election processes, deter irregularities and electoral manipulation, provide an important avenue for citizen participation and provide important information concerning the character of elections.

Acuerdo de Lima
Acuerdo de Lima is an international network of civil society groups, domestic monitoring organizations and international bodies committed to strengthening democracy in Latin America and the Caribbean region. Acuerdo members work together to share experiences and provide technical support for democratic strengthening in the region including civic participation, democratic governance and election monitoring. NDI has been a member of the Acuerdo de Lima since its founding in 2000. -
The Asian Network for Free Elections
As one of Asia’s first regional networks of civil society organizations, The Asian Network for Free Elections (ANFREL) was founded in 1997 to support democratization in the Asian region. ANFREL has championed democracy at the national and regional level through international and domestic election observation, civic and voter education, electoral reform projects and public awareness campaigns. -
Center for Electoral Assistance and Promotion/Centro de Asesoría y Promoción Electoral
The Center for Electoral Assistance and Promotion/Centro de Asesoría y Promoción Electoral (CAPEL) was created within the Inter-American Institute for Human Rights in 1983 to provide technical assistance on electoral issues across the Americas. The Center works with election bodies, legislatures, civil society organizations and political parties to strengthen the electoral procedures, increase transparency in the electoral process and educate voters. CAPEL organizes election observation missions to assess key elections within the Americas. -
The Carter Center
The Carter Center is committed to advancing human rights and alleviating unnecessary human suffering around the world. The organization seeks to prevent and resolve conflicts, enhance freedom and democracy, improve health, wage peace, fight disease, and build hope by both engaging with those at the highest levels of government and working side by side with local communities. The Center was founded in 1982 by former US President Jimmy Carter and former First Lady Rosalyn Carter. -
The Consortium for Electoral and Political Processes Strengthening
NDI works in partnership with the International Republican Institute and IFES (formerly the International Foundation for Election Systems) in the Consortium for Elections and Political Process Strengthening (CEPPS), a USAID-funded cooperative agreement to support the transition to, and consolidation of, democratic governments particularly in transition and sustainable development countries. The purpose of the agreement is to strengthen and support democratic electoral and political processes, such as pre-election assessments, election administration, election monitoring, political party development, pre- and post-election institution building, and voter and civic education. -
The Commonwealth
The Commonwealth is a network of 53 independent states consulting and co-operating in the common interests of their peoples and in the promotion of international understanding and world peace. Among other mandates, the Commonwealth aims to foster international peace and security, strengthen democracy, promote the liberty of the individual and equal rights for all, and help eradicate poverty, ignorance and disease. The Commonwealth Secretariat was established in 1965 as the main intergovernmental agency of Commonwealth countries. -
The Venice Commission
The European Commission for Democracy through Law, also called The Venice Commission, serves as legal and constitutional advisory body for the Council of Europe. Established in 1990, the commission works to promote the standards of Europe's constitutional heritage focusing on human rights, democracy and rule of law. The Commission works in the areas of constitutional assistance, elections and referenda, cooperation with constitutional courts, and transnational studies, reports and seminars. -
Parliamentary Assembly of the Council of Europe
The Parliamentary Assembly of the Council of Europe (PACE) is comprised of over 600 democratically-elected members of parliament from Council of Europe member states. The Assembly currently works to: promote human rights and democracy, honor member states' obligations and commitments, combat terrorism while respecting human rights, and address regional crises and issues related to refugees and migrants. PACE regularly sends international delegations to observe democratic elections in member states. -
Electoral Institute of Southern African
The Electoral Institute of Southern African (EISA) is a non-profit organization, founded in 1996, that works to promote of credible elections, participatory democracy, human rights, and the strengthening of governance institutions for the consolidation of democracy in southern Africa. EISA promotes the development, popularization and application of election principles and best practices through production and dissemination of knowledge, election monitoring, and technical support to election stakeholders. -
Electoral Reform International Services
Electoral Reform International Services (ERIS) provides electoral and democratization assistance to emerging democracies around the world. ERIS works towards the further consolidation of democracy and good governance, with a particular emphasis on the conduct of credible and transparent elections. ERIS also supports the Network of Europeans for Electoral and Democracy Support (NEEDS), which aims to enhance the capacity of the European Union and civil society organizations to monitor elections by connecting leading European organizations and individuals involved in the field of democratization and election observation. -
European Commission
The European Commission serves as the executive arm of the European Union and is responsible for drafting proposals for European Union laws, implementing EU policies, enforcing European law and representing the Union in international affairs. As part of the European Union’s effort to support developing democracies around the world, the Commission organizes international election assessment missions that observe elections around the world. -
European Network of Election Monitoring Organizations
The European Network of Election Monitoring Organizations (ENEMO) is a group of 19 leading civic organizations from 17 countries of Eastern and Central Europe and the former Soviet Union. Members of ENEMO have monitored more then 100 national elections and trained more then 100 000 observers in the region. ENEMO seeks to support the international community’s interest in and advocacy of democracy in the OSCE region, to assess electoral conditions and the political environment, and to offer accurate and impartial observation reports. In addition to supporting the domestic monitoring efforts of its member organizations, ENEMO organizes international observation missions to evaluate elections in the region. -
The International Election Monitors Institute
The International Election Monitors Institute (IEMI) seeks to recruit and train former legislators from Canada, Europe, and the United States to serve as international elections observers, as well as participants in post-election democracy building projects. Additionally, IEMI facilitates the involvement of former legislators in democracy-building projects, such as legislative strengthening, and employs its resources to assist national observer groups including political party pollwatchers. -
The International Institute for Democracy and Electoral Assistance
The International Institute for Democracy and Electoral Assistance (International IDEA) is an intergovernmental organization, based in Stockholm, Sweden, that supports the strengthening of democratic institutions and processes around the world. International IDEA provides knowledge, expertise, and a platform for dialogue in constitution-building, electoral processes, political parties, and democracy and gender issues. -
Organization of American States
The Organization of American States (OAS) is an intergovernmental organization comprised of 35 states from the Western Hemisphere. The OAS works to strengthen cooperation on core democratic values, defend common interests and debate the major issues facing the region and the world. Under the terms of the Inter-American Democratic Charter, OAS member states are required for holding free and fair elections, and may seek advisory assistance from the OAS to strengthen their electoral institutions and processes. -
Office for Democratic Institutions and Human Rights
The OSCE’s Office for Democratic Institutions and Human Rights (ODIHR) works within member states, to support democracy, human rights, tolerance and rule of law. The ODIHR promotes democratic election processes through the in-depth observation of elections and conducts election assistance projects that enhance meaningful participatory democracy. The institution also assists OSCE field missions in implementing their human dimension activities, including through training, exchange of experiences, and regional co-ordination. -
Southern African Development Community Parliamentary Forum
The Southern African Development Community Parliamentary Forum (SADC PF) is a regional inter parliamentary body comprised of representatives from over twelve parliaments in southern Africa. The Forum works toward the promotion of multiparty democracy, good governance, gender equality, and political stability in the region as well as respect of the rule of law, human rights and fundamental freedoms. In this capacity, the SADC-PF organizes international observation missions to assess the elections of its member states -
Southern African Development Community Election Support Network
The Southern African Development Community Election Support Network (SADC-ESN) is a network of civic organizations within the SADC community that works to safeguard elections through more advanced and systematic observation. The Network conducts training workshops on specific election monitoring topics and promotes the sharing of lessons learned and best practices in domestic monitoring from around the region. -
Electoral Assistance Division
The United Nations’ Electoral Assistance Division (UNEAD) was created in 1992 by the UN General Assembly to provide technical assistance on electoral issues. The UNEAD reviews Member State requests for assistance, conducts needs assessment missions, coordinates and supports the activities of international observers, and helps to develop capabilities for non-partisan national election observation. The UNEAD facilitated the establishment of the Declaration of Principles for International Election Observation and the Code of Conduct for International Observers.
