Although many have considered the Philippines to be a country with strong democratic values, corruption and a lack of transparency continue to undermine democratic development, particularly in the Muslim region in Mindanao. Elections, in particular, have become an opportunity for elite clans to entrench themselves in power and government has failed to meet citizens’ needs. These weaknesses in the political situation are exacerbated by a lack of citizen participation and a lack of women’s representation in all levels of government.
