In 1998, Lebanon revised its drug law, decriminalizing drug addiction and treating it as a public health issue, a first step toward viewing addiction as a social and health problem. But in the years since, judges and civil society representatives have found shortcomings in the statute, which they say include a lack of access to healthcare and a tendency to ignore drug users’ civil rights.

As Georgia seeks to integrate into Europe, it must advance political and economic reforms, according to the findings of a new report by the Atlantic Council.

The report, Georgia in the West: A Policy Road Map to Georgia's Euro-Atlantic Future, is the product of a task force chaired by Senators Jeanne Shaheen, D-NH, and Lindsey Graham, R-SC.  NDI President Kenneth Wollack was among the 24 task force members.

NDI mourns the passing of Honorine Muyoyeta, a member of the extended NDI family, who committed her life to serving as an inspirational trainer and a tireless advocate for women’s empowerment and gender equality.  She passed away Oct. 13 in Lusaka, Zambia.

Statements on the importance of genuine, competitive elections, the need for election observation and follow up were presented last week on behalf of the United States by Patrick Merloe, NDI’s director of electoral programs, at the Human Dimension Implementation Meeting (HDIM) of the Organization for Security and Cooperation in Europe (OSCE) in Warsaw, Poland.

Tunisia Pro-Peace Rally

Constituent assembly elections in Tunisia next month – the first competitive poll in the country’s history – will mark a significant milestone in the political transition following the overthrow of autocratic President Zine El Abidine Ben Ali in January. One of the new legislators’ tasks will be to draft a new constitution.

As Kyrgyzstan prepares for presidential elections Oct. 30, unemployment and corruption are top issues for voters in Central Asia’s first parliamentary democracy. According to recent focus group research, Kyrgyz generally have a positive view of the current government thanks to steps it has taken to improve living standards, including wage increases for teachers, doctors and civil service employees; lower utility costs; and lower interest rates for farmers.
