Mr. Chairman, distinguished Representatives, ladies and gentlemen -- It’s a pleasure to speak with you about Serbian politics and the future of its democracy.  The National Democratic Institute has worked in Serbia since 1997 with political parties, civil society, and parliament to support the country’s democratic transition process.  NDI supports similar efforts in six other countries in the Balkans.

A two-day regional conference in Jordan, hosted by NDI, brought together civic leaders from non-governmental organizations (NGOs) from Bahrain, Egypt, Iraq, Jordan, Lebanon, Morocco, West Bank/Gaza and Yemen to discuss innovative uses of information technology in election monitoring.

Sixteen years after the fall of the Berlin Wall, most citizens in Central and Eastern Europe have seen steady political and economic gains. However, the Roma—among the region’s largest minority—remain politically marginalized.

While international efforts focus on improving Roma living conditions, the issue of political participation has not been adequately addressed. It is, after all, the sole means by which Roma themselves can address their long-term community needs in such critical areas as housing, education, employment and healthcare.

The accounting team provides guidance and support to NDI in the stewardship of its public and private funding. The accounting team assures legal and regulatory compliance and provides accurate information to NDI’s management team to assist in financial decision making.

Under the guidance of the chief financial officer, the mission of the accounting team is carried out through the work of four units:

By identifying new project opportunities and helping to prepare compelling and competitive proposals for submission to U.S. and international donors, NDI’s program development team helps advance the Institute’s position as a leading provider of democracy and governance assistance.

The Office Management team provides timely and effective administrative support services to the Institute’s D.C. office, so that the 250 personnel headquartered there can work efficiently and productively within a pleasing business environment. Day-to-day responsibilities include facilities and space management; vendor selection; reception; mailroom supervision; supply purchase and inventory; equipment acquisition, maintenance and repair; library services, data base training and management; and intranet upkeep and oversight.

The Operations team provides guidance and support in managing the risks associated with working and living in challenging international environments and offers assistance to staff in complex logistical situations, enabling program staff to focus on delivering quality field-based programs.

Combining practical, field-based expertise and broad institutional knowledge, the Operations team works to mitigate risk to NDI personnel and property while providing timely and informed solutions to the many security, travel, administrative and logistical issues that arise.

Following three decades of civil war, Angolans went to the polls Sept. 5 for the first time in 16 years. The parliamentary elections unfolded in a largely peaceful manner, much to the credit of citizens who came out in large numbers, political parties that encouraged members to adhere to a strict code of conduct, and local election monitors who were deployed throughout the country.

Francesca Binda is NDI's resident senior director in Morocco, having held similar posts in Bosnia and Herzegovina, Egypt, Iraq and West Bank/Gaza.

Leslie Campbell has 25 years of experience in international development, parliamentary governance and political affairs. He joined NDI in 1994 and has directed the Institute's programs in the Middle East and North Africa (MENA) region since 1996. As NDI's senior associate and regional director, Mr. Campbell has overseen a vast expansion of NDI's programs in the Middle East with the establishment of offices and programs that furnish assistance with political, civic and governance reform throughout the Arab world.
