Félix Ulloa, Ph. D., is NDI's senior resident director in Nicaragua, having previously served as NDI’s senior resident director in Haiti (2000-2008) and Morocco (2008-2009). These programs have addressed the areas of political party-strengthening, poll watcher training, domestic observation, electoral reform, civic education and civil society advocacy. Previous to NDI, Mr. Ulloa served as president of the Salvadoran non-government organization Institute for Juridical Studies and as magistrate of the Supreme Electoral Tribunal in his native El Salvador from 1994 to 1999.

Deborah Ullmer is NDI’s deputy director for Southern and East Africa programs. Ms. Ullmer brings to position more than a decade of experience working on a range of democracy assistance programs on behalf of the Institute. She provided assistance to national election monitoring groups in Guatemala and Guyana, where she served as resident representative in 2003 and from 1996 to 1998 respectively. Ms. Ullmer also organized joint NDI/Carter Center international observation missions for presidential elections in the Palestinian Authority in 2005 and the Dominican Republic in 2000.

Jim Swigert directs NDI's programs in Latin America and the Caribbean. NDI has worked for more than 25 years in the Americas to support democratic development by strengthening political parties, civic organizations and parliaments, safeguarding elections, and promoting citizen participation, openness and accountability in government.

Julian Quibell is NDI's resident director in Nicaragua, having previously served as the director of the Institute's offices in Mexico (2004-2012). These programs have worked to support domestic election observation, electoral reform, civic education and civil society advocacy. In addition, Quibell has designed and implemented programs to strengthen the organizational capacity of political parties and increase the political participation of women and youth.

Shari Bryan  

Shari Bryan is NDI's vice president. She joined NDI in 1998 and served as senior associate and regional director of the Institute's democratic programs in Southern and East Africa from 2001 through early 2008.

Kenneth Wollack is president of NDI. He has been actively involved in foreign affairs, journalism and politics since 1972.

Mr. Wollack joined NDI in 1986 as executive vice president. The Institute's board of directors, then chaired by former Vice President Walter Mondale, elected him president in March 1993.

Mr.Wollack has traveled extensively in Eastern and Central Europe, the former Soviet Union, Latin America, the Middle East, Asia and Africa on behalf of the Institute's political development programs.

Ivan Doherty is NDI's senior associate and director of political party programs. As the Institute's principal in-house expert on political party development, he currently oversees party development programs in more than 55 countries and is responsible for building NDI's relationships with political party international organizations and other democracy foundations. Mr.

Kathy Gest is director of public affairs at NDI, which she joined in 2007 after a 30-year career in Washington, D.C., as a journalist, Capitol Hill staff member and public affairs consultant. She came to NDI from Powell Tate | Weber Shandwick, where she co-chaired the international practice, advising foreign governments, embassies, organizations and corporations seeking to achieve public policy goals in the U.S. and abroad.

Patrick Merloe is senior associate and director of electoral programs at NDI. Mr. Merloe has over 30 years of experience in promoting citizen empowerment, governmental accountability and public policy advocacy. He oversees the Institute's programs concerning: nonpartisan citizen election monitoring and advocacy for electoral integrity; political party electoral integrity activities; constitutional and law reform efforts concerning electoral rights; and international election observation.

Chris Spence

As NDI’s chief technology officer, Chris Spence has led technology initiatives for the Institute around the world and helped NDI become recognized as a leader in the application of technology to the unique and evolving challenges of democratic governance. He has helped a large number of governments, legislatures, election monitoring groups and civil society organizations, political parties and citizens in developing countries and emerging democracies embrace technology to advance their goals.
