Carlo Binda is NDI's senior resident director in Libya. Earlier, he served as NDI's resident country director in Nigeria and Kosovo, and previously resided in Sana'a as the Institute's resident parliamentary expert and deputy director for the program in Yemen, where he managed a legislative capacity building project with the parliament. During this time, Mr.

Mark Wallem  

Mark Wallem has over 25 years experience in law, politics and international development.  Mr. Wallem has served 12 years with NDI, directing the Institute’s offices and programs in the Philippines, Cambodia, Ukraine and Nepal, where he currently serves as senior country director.  NDI's programs in Nepal focus on political parties, elections and parliamentary strengthening. 

For the past eight years, Paul Rowland has been NDI’s resident representative to Indonesia. During his time in Jakarta, he has overseen a broad portfolio of programs in legislative strengthening, political party development, peace-building and citizen participation in the world’s most populous Muslim majority country. His work with the Institute has taken him to 29 countries on four continents.

Peter M. Manikas is a senior associate and regional director for Asia programs at NDI. Previously, he was the Institute’s chief of party in Bangladesh, Cambodia, Indonesia and Malawi. From August 1998 to October 2000 he served in Washington, D.C., focusing on Southern Africa programs. Mr. Manikas has been associated with NDI, first as a consultant, and later as a senior associate, since 1988. He has been involved in NDI's democratic development work in more than 30 countries.

Sheila Fruman is NDI’s senior resident director in Mauritania. She held similar postings for the Institute in Macedonia and Pakistan. She brings to NDI more than 25 years experience as a social and political activist with extensive expertise in grassroots organizing, government, politics, elections, media and the trade union movement. She has worked internationally supporting democracy development in Algeria, Macedonia, Montenegro and Ukraine. Between her NDI postings, she headed external relations for the U.N. Joint Election Management Body in Afghanistan.

Dr. Christopher Fomunyoh is currently senior associate and regional director for Central and West Africa at NDI. He has organized and advised international election observation missions to Benin, Cameroon, Central Africa Republic, Côte d’Ivoire, Ethiopia, Ghana, Liberia, Madagascar, Mali, Nigeria and Sierra Leone.

Hernani Snyder serves as NDI's director of office administration, a position she has held since 1995. Before joining the Institute, Ms. Snyder worked for five years at BDO Seidman, LLP, an international accounting firm, as office manager, human resources manager and financial manager. Earlier she was employed by Scharf-Godfrey, Inc. as operations manager and the Charles E. Smith Companies as office manager. Before arriving in the United States, she served for nine years in various capacities with U.S.

Sander Schultz serves as NDI's chief financial officer, based in Washington, D.C. He has held this position since joining the Institute in October 1995. Previous to NDI, Mr. Schultz worked for more than eight years at the Big Five accounting firm of KPMG where he specialized in providing auditing and consulting services to not-for-profit organizations. He earned a B.S. in accounting from James Madison University and is a certified public accountant in the State of Maryland.

Robert Hurd is NDI’s director of program development, supporting the Institute’s efforts to design, develop, and secure new projects and funding opportunities. Before joining NDI in 2004, Mr. Hurd managed program development efforts at the Institute of International Education (IIE), where he was responsible for identifying new project opportunities, proposal design and development, and liaising with potential partners. Prior to IIE, Mr.

Joe Gleason is the director of global security and operations at NDI. Since joining the Institute in 1998, he has provided security and logistical support to NDI programs worldwide. He manages the development and implementation of security management plans, procedures and policies, and coordinates the Institute’s management of safety and security incidents around the globe.
