The National Democratic Institute is a nonprofit, nonpartisan organization working to support and strengthen democratic institutions worldwide through citizen participation, openness and accountability in government.

Gérard Latulippe is the resident director for the National Democratic Institute in Haiti. Before being posted in Haiti, he was the Institute’s Morocco country director and senior representative for the region of the Maghreb. He has also worked for NDI in countries such as Jordan, Libya, Iraq, Georgia, Mauritania, the Democratic Republic of Congo, Ivory Coast, Burkina Faso and Egypt.

Mr. Latulippe has more than 20 years experience within Canadian political parties at the provincial and federal level. His political party experience ranges from acting as co-chairman of a party national electoral campaign, as member of the executive committee of two major political parties and being executive vice president of a party-platform committee to being a candidate in two provincial elections and a federal election.

In Québec, Mr. Latulippe served as Minister of Public Security and was a member of the Québec National Assembly. Mr. Latulippe has also held positions of public office such as the delegate general of Québec to Mexico and Brussels, and the deputy minister for the Ministry of International Affairs.

Prior to his entry into politics, Mr. Latulippe practiced law for 18 years. He specialized in administrative law and labor law. Subsequent to his career in the public sector, he was called on to direct civil-society strengthening projects, which were financed by international development agencies, in Uruguay, Chile, Argentina, Colombia, Paraguay, Slovakia and the Czech Republic.

Mr. Latulippe holds a master’s degree in international politics from l’Université Libre de Bruxelles, a law license with the bar of Québec, and a diploma (DSA) in administration affairs from l’Université de Montréal.
