Since 1999, Luis Nunes has served as NDI's senior technical advisor and resident director in Peru, carrying out election monitoring, legislative and political party strengthening and policy development programs. Dr. Nunes served as senior technical advisor on the USAID-supported project to promote a more informed citizenry for the 2006 national and regional elections through policy and party platform development, candidate debates, civic education and journalist workshops. USAID-sponsored polling indicated that some 9.1 million voters in Lima and the regions were reached through these efforts. In addition, Dr. Nunes helped 16 parties come to consensus on health policies and sign a public accord, provisions of which are now being implemented by the Peruvian Health Ministry. Dr. Nunes has also conducted numerous training workshops and continues to play a key role in NDI's Political Leadership Program in Latin America.
From 1998-1999, he worked as an NDI advisor on the Institute's political parties program in Mozambique. Prior to joining NDI, Dr. Nunes directed the Institute of Christian Democratic Training (IFEDEC) in Venezuela. As a private consultant, Dr. Nunes has worked in Argentina, Brazil, Guatemala, Paraguay and Venezuela. He received his Ph.D. in international relations and a Master's degree in political science from the Universidad Nacional de Brasilia, and a Master's degree in social communication from the Universidad Central de Venezuela.
