Maxime Poulin joined NDI in 2007 in Iraq, moving to the Democratic Republic of Congo (DRC) in 2010 as country director. He has over 10 years of experience in both private and government sectors, with expertise in the fields of governance, political mobilization, public policy development, crisis management, political event planning and communications.
Mr. Poulin was involved in politics for many years with the Liberal Party of Canada, where he was hired as a policy analyst in the National Liberal Caucus’ research bureau, which provided research and policy advice to Canadian Liberal Members of Parliament. He was then named ministerial advisor to Canada’s Minister of Health, and then worked as a ministerial advisor to Canada’s Minister of Foreign Affairs. He advised the Minister on matters related to Canada’s involvement in Latin America and Africa; its mission in Haiti; as well as on programs related human rights and security.
Prior to working for NDI, Mr. Poulin served as a senior advisor to Canada’s Leader of the Official Opposition. In this capacity, he helped the Liberal Party transition from governing to opposition party and provided policy advice on foreign affairs; health, environment, and, official languages.
Mr. Poulin holds a B.A. in history from the University of Sherbrooke and a Masters in public communications from Laval University in Quebec City, Canada. He is bilingual in French and English.
