The goal of NDI's democracy programs, said NDI President Kenneth Wollack, "is to support a transparent, democratic process that gives people the freedom to make choices." Wollack was testifying before the House Committee on Foreign Affairs at a hearing entitled "Egypt at a Crossroads." The panel heard from witnesses from the four U.S.-based nongovernmental organizations (NGO) that were raided by Egyptian authorities in December, and that have employees now banned from leaving the country and facing the possibility of trial.
NDI received confirmation today that investigative judges have recommended that charges be brought against 15 of its Egypt-based employees. A statement released by Judge Ashraf Al-Ashmawy indicates that the investigation is concluded and that charges are likely to be brought against four Egyptians, five Americans, three Serbians, one Romanian and two Lebanese. The anticipated charges are managing an unlicensed nongovernmental organization and receiving foreign funds without the approval of the Egyptian government.

David Kramer, president of Freedom House, one of organizations raided by Egyptian security forces on Dec. 29, writes that the raids were an unprecendented assault and that the timing — just days before the final round of lower parliament elections — is noteworthy. Kramer also writes that Egypt's military has "hijacked the revolution," and the international community must respond to the raids, suggesting the United States threaten to end military assistance in Egypt until "such behavior ceases."
