NDI has worked in Ukraine since 1992, carrying out programs in political party development, parliamentary strengthening, safeguarding elections, civil society development and governance. The Institute’s political party assistance has focused on coalition-building, organizational strengthening, platform development, and voter outreach, while its civic assistance has focused on nonpartisan election monitoring activities and issue advocacy campaigns. NDI has also worked with the parliament of Ukraine, the Cabinet of Ministers, and the Presidential Secretariat to build the technical capabilities of legislators and civil servants.
Political Party Strengthening
NDI works with parties across the political spectrum. NDI shares international best practices with political parties on strengthening regional and national organizations, developing their platforms and internal structures, identifying and addressing the concerns of their constituents, and broadening bases of support.
Parliamentary Strengthening
NDI’s parliamentary program is designed to promote coalition building among like-minded factions, support the professional development of legislators, encourage public participation in the legislative process, and promote the principles of transparency and accountability.
Governance
As part of its governance program, NDI works with the Presidential Secretariat and the Cabinet of Ministers to build the institutional capacity of Ukraine’s executive branch. Since 2005, NDI partnered with more than a hundred Ukrainian civil servants from these two main executive branch bodies to share experiences with their counterparts in Latvia, Lithuania, or Poland.
Civil Society Strengthening
NDI’s civic program focuses on increasing citizen participation in the policy process and strengthening the capacity of Ukraine’s domestic nongovernmental organizations (NGOs). NDI works with civic groups to improve their advocacy skills, promote active civic participation, and strengthen their organizational capacity. To promote greater citizen activism, NDI also partners with NGOs to support grassroots-based advocacy campaigns around national policy issues. Also, as part of its ‘NGO School’ program, NDI assists the efforts of Ukraine’s civic groups from remote rural areas to engage in grassroots organizing to solve local problems.
Nonpartisan Domestic Election Monitoring
In addition, NDI has collaborated with domestic election monitoring groups to observe every major election in Ukraine since 1994. For more than a decade, NDI partnered with the Committee of Voters of Ukraine (CVU) to conduct election monitoring and voter education programs in cities and towns throughout Ukraine. These programs helped ordinary people understand and exercise their rights to hold government officials accountable. NDI provided advice, assistance, and support to CVU in its efforts to conduct nonpartisan election monitoring as well as advocacy campaigns for election law reform, accountability, and transparency. More recently, NDI has provided support to the domestic group OPORA as well as other civic organizations throughout Ukraine.
