Belinda Winterbourne is NDI’s resident program manager based in Hong Kong. Before joining the Institute in 2006, she worked for public service broadcaster Radio Television Hong Kong (RTHK) as a producer for a current affairs phone-in program called “BackChat,” broadcast on English channel Radio 3. Earlier for RTHK, she was an external affairs officer with the corporate communications unit focusing mainly on publicizing the organization’s English channels, conducting corporate public affairs and preparing for international conferences. Earlier, Belinda was an on-air news anchor for Hong Kong’s Metro Broadcast, where she covered local and international news and political events. Before embarking on her journalism career, Belinda was a research officer for the Hong Kong Human Rights Monitor. She later represented the group at the United Nations Human Rights Committee hearing on Hong Kong's implementation of the International Covenant on Civil and Political Rights.
Belinda earned her Master’s degree in Human Rights Law from the University of Hong Kong where she earlier graduated with a Bachelor of Laws. She is fluent in English and Cantonese, and conversant in Mandarin and French.
