Overview
On May 18-23, chairmen and members of the five Bahraini municipal councils traveled to Lebanon on an NDI-sponsored study mission to observe the local Lebanese municipalities in action. As the first municipal council elections in Bahrain were held in May 2002, these municipal councilors are still relatively new to their positions, and this trip allowed Bahraini councilors to meet with their seasoned counterparts in places such as Tripoli, Lebanon's largest municipality. They also traveled to Saida municipality in southern Lebanon.
During their visit, the ten municipal councilors participated in a workshop by the Development and Municipality Studies Center (DMSC) on issues faced by local councils such as revenue collection, fiscal management, lack of funds and limited staffing. The council members also attended a seminar on negotiation and conflict management at NDI's office in Beirut and consulted with officials from the USAID-funded municipal assistance program.
Participants included: Manama Council Chair Murtadha Bader and Secretary Jassim Redha; Northern Council Chair Majeed Al-Sayyid Ali and Vice Chair Jawad Fairouz; Muharraq Council Chair Mohammad Al-Wazzan and Member Salah Al-Jawdar; Central Council Chair Ebrahim Ismail and Member Walid al-Hijriz; and Southern Council Chair Khalid al-Boainain and Member Ali Al-Mouhtadi; in addition to journalists Dr. Shaker Al-'Arawi and Mohammad Uthman.
