A YEAR ago, Egyptians went to the polls in a parliamentary election they knew was rigged from the start. Voter turnout was 15 per cent, polling booths were empty and Egyptian society barely skipped a beat.
Despite saying it would not allow international monitors, the ruling military council backed down, and the poll was monitored by groups such as the Carter Centre, the National Democratic Institute and others from Africa, the Middle East and Europe.
