Andrew Young

Moldova Resident Director

With over 30 years of experience as a political party agent, a manager of democracy assistance programs, a trainer and a politician, Mr. Andrew Young has utilized his skills as a political practitioner and project manager to promote multiparty democracy in countries undergoing post-communist transitions throughout Eastern Europe and the former Soviet Union, including Belarus, Bosnia, Bulgaria, Croatia, Georgia, Hungary, Kazakhstan, Lithuania, Macedonia, Moldova, Poland, Russia, Serbia, Slovakia, and Ukraine. With support from USAID and European donors, Mr. Young has designed and implemented programs to strengthen political parties; organize civic and political coalitions; promote free and fair elections; and promote the political participation of women and youth. As part of his efforts, Mr. Young supported the creation of the Solidarity Electoral Action coalition in Poland, which later came to power in 1997, and helped to establish the European Institute for Democracy, which now shares Poland’s experiences from its democratic transition with its international peers. In his current role as NDI’s Senior Country Director in Moldova, Mr. Young manages a $3.3 million USAID-funded program to support political parties, encourage youth participation and promote free and fair elections. In this capacity, Mr. Young has developed close working relationships with Moldova’s major political parties, helping to improve party organization, advance internal democracy and foster opportunities for women and youth to gain greater influence in party decision-making.Through his experience as an elected official and party professional, Mr. Young possesses expertise in the full spectrum of political party strengthening, including party organization, internal democracy, constituent outreach, campaigning and fundraising. As a local councilor for the district of North Hertfordshire in the UK, Mr. Young, has first-hand knowledge of how elected officials and political parties engage civil society organizations in the decision-making process. In recognition of his expertise, the UK’s major political parties routinely engage Mr. Young to inform their international training programs and study missions on local government. Over the course of his career, Mr. Young has managed 60 campaigns for local officials, seven UK parliamentary campaigns and six European elections.
