While the organizational structure for elections has improved in Jordan, voter apathy remains widespread in advance of Jan. 23 legislative polls, according to a pre-election assessment by the National Democratic Institute (NDI).

NDI's election monitoring partner in the Central African Republic (CAR), the National Elections Observatory (ONE) issued its preliminary statement on Nov. 2 after observing the country's voter registration process. The CAR is scheduled to hold overdue presidential and legislative elections on Jan. 23. This was the country's second effort this year to register voters in preparation for the elections.

The full statement is available in French. An English summary follows.

NDI recently published the Institute’s Final Report on the June 7, 2009 Lebanese Parliamentary Election. The polls were held under a new electoral law agreed to in 2008 by all parties and were also the first in post-war Lebanon to be held in one day.
