Regional Roma Initiative

With approximately 10 million living in Central and Eastern Europe, Roma are the region’s largest ethnic minority. Yet they are routinely denied basic rights and access to education, healthcare and security. Many live in abject poverty. In addition to dire economic conditions, anti-Roma protests and vigilante violence have escalated. Many Roma children are improperly designated as “special needs” students and placed in remedial schools, perpetuating the cycle of poverty and exclusion. Public policy responses at the state and European Union (EU) levels are marginally effective.

AARON AZELTON

Aaron Azelton serves as the National Democratic Institute’s director of citizen participation and inclusion programs. He is a civic engagement specialist who has helped design and implement inclusive citizen participation programs at NDI since 1992. In his current position, Aaron supports NDI initiatives by providing guidance on community organizing, advocacy, government monitoring, civic education and nonprofit organizational development.

Political Inclusion of Marginalized Groups

Expanding political inclusion is a cross-cutting objective for NDI. Democracy is more likely to develop and endure when all segments of a society are free to participate in and influence political outcomes without suffering discrimination or reprisal. But in many new and emerging democracies, large portions of the population are excluded from politics based on their age, gender, ethnicity, religion, disability, sexual orientation, gender identity or other identity factors.
