Disaster Risk Management Handbook for Parliamentarians

The COVID-19 Pandemic, climate change, migration flows, the global energy crisis, geopolitical instability, and other events have increased disasters, both natural and man-made in North Macedonia. These events require the active engagement of all stakeholders within a global society.  As transformational risk management becomes more proactive, parliaments play an increasingly important role in the construction of a resilient and sustainable society. This handbook aims to strengthen the role of the Parliament of the Republic of North Macedonia in managing disaster risks by raising awareness and increasing knowledge on these issues and for Members of Parliament to improve their role and develop more effective use of existing oversight mechanisms. The hazard profile of North Macedonia consists of a number of natural and man-made hazards These include earthquakes, floods, fires, extreme temperatures, hailstorms, landslides, droughts, epidemics, or industrial accidents caused by explosions. Through enacting laws, carrying out oversight, creating budgets, representing, and advocating, Parliament can prepare and prevent before a crisis/disaster, respond during a crisis/disaster, and aim for recovery after a crisis/disaster happens.
