Kosovo’s 2025 electoral year marked an unprecedented period of political activity, with three major electoral processes held within ten months, including parliamentary, local, and early parliamentary elections. While the elections demonstrated procedural integrity and competitive democratic processes, they also exposed persistent structural barriers to women’s political participation and leadership.
The National Democratic Institute (NDI) conducted an analysis examining trends related to women’s representation, political visibility, executive leadership, media coverage, campaign dynamics, and online violence during Kosovo’s 2025 elections. The analysis highlights both areas of progress, including increased numbers of women candidates and improved electoral support for women beyond quota requirements, and persistent challenges, particularly in executive positions, media exposure, campaign financing, and gender-targeted online abuse.
NDI concludes the report with practical recommendations for political parties, media institutions, public authorities, and civil society to strengthen representation, democratic inclusion, and safer political participation ahead of future electoral processes. Drawing on media analyses, online analysis, election observation, and desk research, the report contributes to ongoing discussions on democratic development and equal political participation in Kosovo.
