Poll results released by the National Democratic Institute (NDI or the Institute) show that Moldovans remain focused on three key challenges ahead of the September 28 parliamentary elections: the status of economy; Russia’s war against Ukraine; and the fight against corruption.
Of the top five concerns for Moldovans, four are economic – high cost of living (38 percent), high energy costs (30 percent), low salaries (27 percent), and pensions (20 percent). Russia’s war against Ukraine (24 percent) and corruption (20 percent) are also top of mind.
With election day approaching, Moldovans believe the 2025 parliamentary elections are the most decisive in recent history (71 percent) and will decide the future of Moldova’s trajectory (69 percent). During the electoral campaign, Moldovans want to see parties and candidates discuss concrete solutions to their concerns and less focus on criticism of political opponents. Notably, a majority of Moldovans (64 percent) believe that the next parliament has to deliver on European integration.
NDI conducts public opinion surveys to help Moldovan stakeholders diagnose and address issues of public concern by providing accurate, unbiased and statistically sound data. This poll aims to capture the most relevant information, which is needed to foster the development of responsive policies and governance. The results reflect data collected between June 21-July 2, 2025, through telephone interviews with a nationwide representative sample of Moldova’s general population aged 18+ (excluding the Transnistrian region). The July poll included 1,004 completed interviews. The average margin of error is +/- 3 percent.
