Communities worldwide are navigating increasingly complex crises that test their resilience and adaptability and may threaten democratic values, inclusive governance, and sustainable development. To explore these dynamics, NDI launched the Women, Resilience, and Democratic Delivery in COVID (WRADDIC) program. In partnership with researchers and civil society organizations in Burkina Faso, Malaysia, Sudan, and Ukraine, NDI piloted and refined a methodology that highlights the crucial role of women, local governments, and communities in strengthening resilience during crises.
The WRADDIC Program Guide draws on insights from these pilots to examine how women, local governments, and communities respond to crises in ways that bolster resilience and democracy. It introduces NDI’s Community Resilience Framework, distills key lessons, and offers practical guidance for designing and implementing programming that supports inclusive and democratic responses to crises.
