The National Democratic Institute (NDI) has released the results of its latest national survey in Ukraine. According to the study, completed in July - August 2021, Ukrainians remain united in their desire for the country's democratic future. Although the overall mood in the country is less optimistic compared to previous waves, people in Ukraine are still politically engaged and are willing to provide their input to the government.

Seventy-six percent of respondents want Ukraine to become a fully functioning democracy, with equal justice for all and human rights protection being the characteristics of a democracy named most often. However, Ukrainians are less optimistic about the future than in past polling; 31 percent of respondents think that the next generation will be worse off than theirs compared to 25 percent of those who think that it will be better off. Nationally, 46 percent of Ukrainians believe that Ukraine is going in the wrong direction.

Rising prices, healthcare, the war in Eastern Ukraine, and corruption are at the forefront of people’s minds. A plurality believe rising prices and the war have worsened since the 2019 presidential election while a majority believe healthcare has worsened since the election. When asked about local issues, respondents prioritized roads, local medical services, and communal services. Unlike the national priorities, Ukrainians reported that some local issues have improved in recent years.

The economic impact of the covid-19 pandemic is evident, with 51 percent of respondents indicating that they are financially worse off since the start of the covid-19 outbreak in Ukraine. A majority do not believe that either Zelenskyy or the national government is effectively responding to the pandemic. Vaccine rejection remains a significant public health challenge, with 42 percent of Ukrainians stating that they are unwilling to get vaccinated. 

Trust in democratic institutions has decreased over the past two years. Trust in the president has fallen to 19 percent, down from 54 percent in December 2019. This aligns with decreased trust in the national government, which is currently at 5 percent (18 percent in December 2019), as well as in parliament, currently at 3 percent (13 percent in December 2019). Local government has the highest level of trust at 26 percent. 

Despite these challenges, Ukrainians remain committed to their country’s democratic future and want to see greater equality in society; 61 percent nationally want to see a better balance between men and women in political life. While the country continues to fight Russian aggression in the East and covid-19 nationally, 39 percent of Ukrainians expressed their willingness to be engaged and provide their input on issues that matter to them. 

The survey was designed and conducted by the National Democratic Institute in Ukraine. The fieldwork was conducted by the Kyiv International Institute of Sociology from July 1 to August 3, 2021, via face-to-face method with 6,097 completed interviews. The survey is nationally representative. Areas outside the control of the Ukrainian government were excluded. The average margin of error for the national sample is +/-2.7%. The research is funded by the United States Agency for International Development (USAID), the Government of Sweden, UK Aid, and Global Affairs Canada.

Опитування НДІ: Можливості та перешкоди на шляху демократичного переходу України

 

Національний Демократичний Інститут (НДІ) опублікував результати свого останнього загальнонаціонального опитування в Україні. Згідно з дослідженням, проведеним в липні-серпні 2021, українці залишаються об’єднаними в бажанні демократичного майбутнього для своєї країни. Хоча загальні настрої в країні є менш оптимістичними, ніж в попередніх хвилях, люди в Україні досі є політично залученими та бажають висловлювати свою думку уряду.

Сімдесят шість відсотків респондентів хочуть, щоб Україна була повноцінно функціонуючою демократію, зі справедливим правосуддям та захистом прав людини, які найчастіше називали характеристиками демократії. В той же час, українці стали менш оптимістичними щодо майбутнього, ніж в попередньому опитуванні; 31 відсоток респондентів вважають, що наступне покоління буде менш забезпеченим, ніж їхнє, в той час як 25 відсотків вважають, що наступне покоління буде більш забезпеченим. По всій країні, 46 відсотків опитаних вважають, що Україна рухається в хибному напрямку.

Зростання цін, охорона здоров’я, війна на Сході України та корупція є найбільш нагальними проблемами для українців. Відносна більшість опитаних переконана, що ситуація зі зростанням цін та війною погіршилась з часу президентських виборів 2019 року, в той же час, абсолютна більшість переконана, що ситуація в сфері охорони здоров’я погіршилась з часу виборів. У питаннях про місцеві проблеми, респонденти надавали пріоритет дорогам, медичним послугам на місцевому рівні та комунальним послугам. На відміну від проблем загальнодержавного значення, українці відмітили покращення щодо деяких місцевих проблем за останні роки.

Вплив пандемії COVID-19 є очевидним; 51 відсоток респондентів відмічають, що їхнє економічне становище погіршилось з початку спалаху COVID-19 в Україні. Абсолютна більшість українців не вірить, що Президент Володимир Зеленський або національний уряд ефективно реагують на спалах коронавірусу. Відмова від вакцинації залишається значним викликом громадському здоров’ю - 42 відсотки українців не бажають вакцинуватись.

Довіра до демократичних інституцій зменшилась протягом останніх двох років. Довіра до президента впала до 19 відсотків, з 54 відсотків в грудні 2019 року. Це співпадає зі зниженням довіри до національного уряду, якому наразі довіряють 5 відсотків (18 відсотків в грудні 2019), а також парламенту, який наразі має 5 відсотків довіри (13 відсотків в грудні 2019 року).
